The Pan Asian T5 DD Jianwei isn't a bad ship, it's just in unfortunate position of having to be T5. Being constantly uptiered is no fun, and with 6.4km torps and a long reload on the main guns, trying to deal damage against higher tiers can be a challenge. Using the same build as I did on my T4.
