Once again, credits to shockinblue of Gamefaqs, thanks to her walkthrough and the summaries she does about the story! I'm also using the Prima Official Guide.

There are rumors about how the Pendrago imperial family is involved with hellions and Dezel is excited to finally have a chance to get his revenge.
But before being able to enter the city, Zaveid is waiting in front of the city gates. Zaveid wants the party to leave the upcoming target to him but Dezel furiously refuses and a battle ensues because "a man's resolve is something to be taken seriously."

Zaveid is definitely easier since he can be staggered from full HP instead of 70% like the previous battle. However, if damage is below 40, Zaveid won't be staggered. Even if the fight is mainly between the Wind Seraphs, Dezel, and Edna too, better sit out of this one because Zaveid resists both elements.

Zaveid admits defeat and gives Sorey his gun, Siegfried, telling him to use it if he can't stop Dezel from killing the Hellion and get his revenge. Siegfried, and its last bullet, has the power to stop malevolence from binding with people.
Zaveid will take a nap on the side of road while the party enters Pendrago.

As an ending note, I must say that Elgato's better quality and touch ups during editing for brightness, contrast and saturation make Zesty look veeeery good.
