Targeting is a keyword in ygo that means selecting a card as one of the conditions to activating a card effect, almost always shown before the semicolon in the effect text.

An easy way to remember what targets and what doesn't, is that if a card targets it will simply say it targets in the card text. And if it doesn't, then it doesn't target.
