In that video you are watching how to play tekken 6 multiplayer in andriod phones, just follow few settings step by steps in both mobiles

First of all open your mobile Hotspot and open wi-fi from another mobile and connect it with hotspot. when it connected goto wifi option and open connected option and you get Ip Address from wifi option like (192.168.43.24)

after that, open your Andriod PPSSPP Apk in andriod and put this ip address in both mobile, go to

Game Settings----Networking
*Click on Enable Networking/wlan (beta,may break games)

*Change Pro ad hoc server ip address click and write your ip address like 192.168.43.24 (First of all open your mobile Hotspot and open wi-fi from another mobile and connect it with hotspot. when it connected goto wifi option and open it and you get Ip Address from wifi option like (192.168.43.24)

*Click on Enable built in pro ad hoc server
*Press 3 times on change mac address options
*Port offset should be "5000" than ok after that

Game Settings------System
Open I/O timing Method option and select "Host (bugs, less lag)

Note - Both mobiles settings should be same.
