This mod, by TerrariaOnline forum member "BinaryConstruct", is the best program for building and editing worlds. You can select structures, copy them and then paste them. You can even export things you've copied and then paste them onto new maps. It also has a built in chest editor and you can also edit where the friendly NPC's live. You can even change the NPC's names to whatever you want.
There is also wire editing and even support for using the in-game sprites. TEdit 3 added a ton of new features to an already awesome TEdit 2. I can't wait to see what some creative people can do with this awesome tool!
