The start of this stage has a fun little contraption Cookie can push around to knock barrels to Cream side so she can cross over the water. There are also platforms and boats that need to be moved around, too.
Near the end of the stage, Cream can spin an arrow on a wheel, and whatever part of the wheel that arrow stops on determines the platforms that rise from the water that Cookie can jump on.
Very close ahead of that spinner is a sail that Cream can pick up as the last of Water World's 2 gifts.

After this spinner challenge, the rabbit get to team up directly, again. This time, you will have Cookie driving a speedboat, while he tugs along Cream in her lifesaver.
You use Cookie to move around the water this way, while using Cream to pick things up from the water. During this segment, you will have Cream grab some cabbage to feed a hippo with. This will move the hippo out of the way to the goal that it was blocking.
But careful, this speedboat/lifesaver combo is because the rabbits will fight Water World's upcoming boss like this!
