Run to the opposite end of the beach and get close enough to the cannon so that the Monty Mole inside starts to throw out Bob-ombs at you. Spray the Bob-ombs with water to cause them to turn blue and freeze. Quickly grab the frozen Bob-omb and throw it at the cannon. When you throw 3 Bob-ombs at the cannon, it will explode and you'll be able to enter the cannon to start the secret area.
This secret area is actually one of the least stressful to do. It's also pretty straightforward: make it across some disappearing platforms, jump up with the bouncy pads, & run across some more disappearing platforms. There are 2 1-UPs here; the 1st is hidden inside the middle box near the bouncy pads and the 2nd is at the corner of 1 of the disappearing platforms a little before the Shine Sprite.
