Storm Dragon's Return is the pretty standard pack filler for a pack, not really meant to support any of the archetypes the set focused on. However, also in 2019, the dragon ruler "Tempest, Dragon Ruler of Storms" was taken off the ban list for the first time. And this card was made directly to reference that. It has tempest in the artwork, and returns the monster back to the hand during the end phase, which is what the dragon rulers do when summoned by their own effects. Konami very rarely makes cards that reference real life events(Summon Gate), however Storm Dragon's Return is very sublte if you dont actually know the date the card came out, because it looks like it could have been released with the dragon rulers back in 2013.
