In a universe which houses quintillions of life forms, the Empire would need quite a few stormtroopers in order to successfully keep people afraid of their power - especially since, after retiring the much superior clone troopers, the average human stormtrooper was much less effective than their predecessors.

So unfortunately, lucasfilm has a strictly policy against limiting the possibilities in storytelling by giving hard numbers of how many soldiers were in the various armies of the Star Wars universe. This means that we’re going to have to do some really rough estimation, so bare with me.
So EckhartsLadder made an excellent video giving his estimate of the size of the imperial navy. I’m gonna refer to his numbers because he actually has some real-life knowledge and experience, whereas I definitely don’t. We’ll go through a quick overview of the costs he calculated, but be sure to watch his video for the full breakdown with all the details. He estimates that the empire had 25,000 star destroyers, which, at 150 million credits each, are worth a stunning 3 trillion, 750 billion credits. He further says that 300 large ships, such as the Dreadnought and Allegiance, which on average cost about 450 million each, would come together to be cost the Empire 135 billion credits.
Once we add the many smaller ships and countless fighters employed by the empire, we come to a total credit amount of 12.385 trillion. Each star destroyed needs 37,000 men and can transport 9,000 stormtroopers, so let’s calculate each of those before making assumptions on how those numbers scale to the many soldiers stationed across the galaxy. The 37k officers, crew, and other ranks needed per ISD would come out to 925 million men, and the stormtroopers would equate to 225 million.
