This video shows a possible workaround for the bug in The Division that prevents players from activating their agent via a laptop in the early game. If this happens to you, leave the safehouse and travel at least 200 meters away. Open up the map and while your cursor is over the safehouse - select matchmaking and join a random team. Doing so will reset the safehouse instance, letting you journey back to the safehouse to use the laptop while in a group.
