In the very first printing for both Sangan and Witch of the Black Forest in 1999, they had the effects, which when roughly translated, states "When this card is placed in the Graveyard, add 1 monster with 1500 or less ATK/DEF from your Deck to your hand, and shuffle your Deck." With Sangan adding monsters with 1500 or less ATK, and Witch adding based on DEF. Now something to note with these early printings is that they did not specifiy from where they were sent to the GY. So early players figured out, that if you simply discarded them from the hand with something like Graceful Charity, you could trigger their GY effects and easily search out all 5 pieces of Exodia and win the game.
