Max Villagers Explanation
-------------------------------------
A villager pushes his position into a queue in the central village collection system once every 70-120 game ticks. (ie: 70 + random(50) )

The system then only pulls 1 position out of the queue every tick for door registration purposes.

Therefore, 70 villagers can be pushing an average of 1 position into the queue every tick, which is faster than the system is pulling them out.

If there are 64 unique positions in the queue already, a newly pushed position will be instead dropped/ignored.

If a detector villager in the trench has his position dropped at the time when the pistons are retracted, the assembly will fail.

So, 70 loaded villagers is the point where a position has a slim chance of being dropped. The more villagers loaded, the higher the chance gets. Once you reach hundreds of villagers it gets to be very common to have a villagers position be dropped.

If you have KaboPCs mod installed you can verify this with a test. Go into a new creative world and drop 200-300 villagers on the ground. Then build a platform about 40 blocks above the ground. On that platform build a legit village door, then add one villager and see how long it takes to form the village. Do this a few times and note the inconsistency.

Villagers that are in unloaded chunks do NOT count towards this total.

Hope this clarifies the way the code works.
