Series 8 shakes things up by allowing one restricted legendary pokemon per team, and I don't rightly know what kind of monster Lugia is based on, but he is not to be underestimated. There are ways to make Lugia go from not very threatening, to "call an ambulance there's been a massacre." That's because Lugia can learn skill swap, and in the right hands the sky's the limit.
Lugia begins every match with Multiscale (hidden ability) all damage received is halved while at full HP. After you've been hit, you may not need it anymore, so you can swap it for say...Mudsdale's Stamina or Grimmsnarl's prankster. Maybe yours is physical and you want high attack? Swap Azumarill's huge power. Does a regieleki threaten to overpower you? You can use skill swap to steal its transistor ability then switch out to something that can take it on, come back in with multiscale and do it again. Does your opponent's team threaten you with many physical attackers? Lead with Lando to get 1 intimidate off, then skill swap it to gain intimidate and leave both opponents at -2 Attack in a single turn.. These are just some of the tricks you can pull off with the multiscales of Lugia.
