Go to steam - library - right click on The Witcher 3 - manage - browse local files - bin - config - base - general.ini
Type there "DBGConsoleOn=true" , then save . In game , press ~ (below esc) to open the console.

Witcher 3 console commands(links at the end) :

addkeys - all keys required to open all doors
addmoney(amount) - add the specified amount of money
removemoney(amount) - remove the specified amount of money
additem('item code',amount) - add the item with the specified item code to your inventory
removeitem('item code') - remove the specified item from your inventory
god - you are invincible and will not take any damage , you won't lose stamina too
healme - set your health to full
likeaboss - all damage you deal will be 40% of enemy's maximum health
Ciri - switch your character to Cirilla
Geralt - switch your character to Geralt
setlevel(level) - set your level to the specified number
levelup - one level up
addexp(amount) - give you the specified amount of experience (250000 for level 100)
learnskill('skill id') - learn the skill with the specified ID
Cat(0/1) - enable and disable the ability to see in the dark (0 for normal,1 for cat eyes)
Drunk(0/1) - enable and disable 'Drunk Mode' (some dialogues will change)
shave - shave your beard
settattoo(0/1) - show and hide the tattoo from Witcher 2
spawn('NPC ID', amount, distance, true/false) - spawn the NPC with the specified ID
killall(distance) - kill all nearby enemies (you can use this command without "(distance)")
makeitrain - start storm
stoprain - stop rain
ShowAllFT(0/1) - show all fast travel pins on the map(save before you use it , you cannot undo)
ShowPins(0/1) - show all pins on the map(save before you use it , you cannot undo)
secretgwint - start a random gwent game
winGwint(true/false) - true=you win the current gwent game , false=you lose the current gwent game
addgwintcards - give you one of each gwent card
addabl('Buff ID') - give you the buff with the specified ID
rmvabl('Buff ID') - remove the buff with the specified ID
cleardevelop - reset character, clear inventory and set you to lvl 1 with starting gear
witchcraft - give you one of each item in the game(it will crash your game 90% of times,this command will give you one of each item in the game, it takes a couple minutes if it doesn't crash)
addskillpoints(amount) - give you the specified amount of skill points
activateAllGlossaryCharacters - shows all characters in the glossary
activateAllGlossaryBeastiary - shows all monsters in the glossary
addHair1 - sets your hairstyle to the default hairstyle
addHair2 - sets your hairstyle to a ponytail
addHair3 - sets your hairstyle to long loose hair
addHairDLC1 - sets your hairstyle to a loose short haircut
addHairDLC2 - sets your hairstyle to a mohawk with a pony tail
addHairDLC3 - sets your hairstyle to elven rebel's hairstyle
WitcherHairstyle(1/2/3) - sets your hairstyle to the specified number
setcustomhead('Head ID') - set your character's head to the head with the specified ID
removecustomhead - remove any custom head you have applied to your character
staminapony - spawns a horse with unlimited stamina
instantMount('NPC ID') - spawn and instantly mount your character to the NPC with the specified ID
dismember - dismember your current targeted NPC
appearance('Appearance ID') - change the appearance of your targeted NPC
ShowKnownPins(0/1) - reveal(1) or hide(2) the question marks on your minimap
gotoWyzima/Novigrad/Skellige/KaerMohren/Prolog/PrologWinter - teleport to Vizima/Novigrad/Skellige/KaerMorhen/Prolog/PrologWinter
xy(X,Y) - teleport to the specified X and Y coordinates
SpawnHorse- spawn horse...
spawnBoatAndMount - spawns a boat and mounts you in
changeweather('Weather ID') - change the weather to the weather type with the specified ID
settime(day,hour,minute,seconds) - sets the time of day to the specified time
testpause - pause the game
testunpause - unpause the game
slow(0/1/2/3/4....) - slow 0 makes all characters stop moving , 1 is normal speed , 2 is 2x speed , 3 is 3x speed etc (this will make dialogues shorter too)
