If the game doesn't work with controllers, try disconnecting other input devices like keyboard, keypad, etc. I disconnected my keyboard, keypad, they are Razer, and Synapse is installed.
After disconnecting them, the game started to work with controllers. I connected a Bluetooth keyboard while I was playing this game, so I was able to use a keyboard.
