Ever wanted to have a command run SOME of the time? Now you can with this one command! Using a combination or tagged armor stands, @r, and stacked Minecarts, you can make a command run SOME of the time, and you can even change the probabilities if you wanted! They're very easy to change. In addition to this, the random chance is "saved" - so you can have a command block run as many commands as you can fit!
