Now that levellers have chromie time timewalking to cover 10-60, event timewalking is limited to final-expansion players. They need not be at the current level cap (70 in DF, or 60 in Shadowlands), they have had to be at a relevant level for the expansion (61 in DF, or 50 in Shadowlands). This was not the case during WoD, Legion or BfA (event) timewalking.

You do require the same item level you would to queue for random normal dungeons at your level in order to queue for timewalking (180 at 61).

For the casual long-term player, it is much easier to do the timewalking event dungeon once a month for 10 months on one or multiple characters. Rather than farm 180 timewalking event dungeons per character in a given month in order to reach a total of 5000 timewarped badges and buy one of the mounts.
