TMNT 2: Battle Nexus - Episode 9-1 - Map memory buffer overflow bug
This is a rare bug when the game cannot handle too much "active" area of the map which results in what you see on the video.
At the very beginning I killed an invisible ninja and then the game started spawning new ones.
Then, I broke a fire hydrant next to the spawn point from where new purple dragons were about to come out.
Then I quickly dash to the southern part of the map where a lot of objects and enemies are present. Because, the purple dragons keep coming out and die from the water flow, while the player is too far away and the game has to do the logic in the area of the player, at some point the game simply removes all the collisions in the area which I have reached, and, as a result, all the enemies, including the player, start falling through the floor.
Then the game spawn an extra duet of invisible ninjas and they also fall through the floor and die. That's why Foot meter keeps going down.
If I slow down a little, nothing goes wrong.
It's not really clear what makes the game do so. I can assume, the game couldn't keep all the enemies, the objects and collisions in some memory buffer and since the map collision is the first thing a game usually loads, it gets overwritten by other information and everyone around the player starts falling from the floor.
