The beginning of this mission is nothing but walking to each destination marker. Follow the markers until you can change into your gear. Once you have your gear on, the game will take you through a few tutorials. It will teach you about hand-to-hand takedowns and using executions. If you're playing on perfectionist difficulty, executions will be unavailable.
Enter the building and use the same tactics you just learned.
Head up the stairs to the next floor. Two more mercenaries are at the end of the hall.
The next step is to go out the window and climb across the side of the building. Keep heading up and to the right to the next marker until you reach an opened window. You may not wish to immediately enter the window, another merc will be standing near it.
Quietly enter the new building and eliminate the merc near the window. Three more enemies will be nearby
Next, you'll need to follow a few more objective markers out of the building. Shimmy and climb from ledge to ledge. You should come across a few more enemies along the way.
At the end of one rooftop is a zipline. Interact with it to slide to the nearby building and knock out an enemy on the way.
The area up ahead has a few more enemies on patrol. Again, you can take them out and hide their bodies for an achievement / trophy, or simply sneak past them by climbing along the edge of the building.
Not too far ahead is an HVT (High-Valued Target). Make sure he does not see you while passing the window. Take him out .Walk over him and press the button that appears to “bag and tag” him. This will give you a money bonus later on.
Another hall up ahead contains two more mercs. Use the light switch at the end of the hall to turn off the lights and attract one of the enemies towards you. Eliminate him with a quick take down, then sneak up on the other for another stealth kill.
As you exit out of the building you'll come across a few more enemies.
Climb up the big door to the right and squeeze through the hole at the top. A dog will be behind a gate up ahead. Dogs can detect you much quicker than a normal person. Kill or put the dog to sleep before it notifies anyone nearby. With the dog out of the picture, jump the fence and move on to the next area.
On the other side of the next wall is a street with two men and another dog. If you wish to get passed them without killing them, throw a noisemaker to the left side of the street. Head to the right to find a large gap in the wall up ahead.
The area up ahead is the police station. Another gap in a wall can be found up ahead on the left side of the station. Do not make a run for it, there will be about three or four more men here!
Inside the police station are three more men. Eliminate or sneak past them on your way up to the next floor by following the corridor to the left. Marking them will make it much easier to see their locations.
A Blacklist Laptop can be found on the second floor through the last door on the right. Hack it to gain another bonus.
Follow the destination marker to your objective. Three more men will be through the two way mirror. You can either execute them, perform a triple headshot yourself, or put them to sleep. Whatever you choose, do it quickly and rescue the hostage.
After a short cut scene you'll have to escort Kobin out of the police station. While doing this, you won't be able to crouch, and you can only use your Pistol and Special Weapon. There should be about three guards to deal with between you and the exit. Remain undetected or reinforcements will come, making it much tougher to escape. Take the long way around the right side of the station to the objective marker. Reach the marker to end the mission.
