When Azerite traits were first introduced, they were promoted as being spec defining traits that would change how you play your class, similar to artifact weapons or the legendary's in legion. And while that was definitely true for a small handful of them, most of them were pretty mediocre or just provided flat bonuses that you'd mostly forget about.
