"Tough Guy" or "Tough Guy: Fighting Titans", for what it's worth, is a good, conventional PC fighting game originally released on a CD by Panda Entertainment in 1995. Panda Entertainment is one of the more talented Taiwanese developers and publishers of the time, who are perhaps best known for "Sango Fighter", a fighting game based on the "Three Kingdoms" tale released in 1993 for PC that was later ported (terribly) to the Super A'can and Sega Master System (under the name "Sangokushi"). Some sources state that Tough Guy was developed in 1994.

Tough Guy features a decent roster of characters with four hidden/boss characters (all who can be played with using codes), pretty advanced features for a PC fighter (where characters can flip out of some throws, air block, charge special energy, and restore health), good graphics and the unusual feature to zoom in on the action known as "Enlarger Effect" (though characters aren't all given the same attention to detail and the game slows down considerably).

Additionally, several options can be configured (Game Speed, Rounds, Difficulty, Various Sound Options, Etc.), and TG has tolerable music (which is significantly better with a Roland compatible sound card) and the game has an amusing noodle-eating mini-game. The characters aren't complete clones of Street Fighter characters too, which is surprising (though "King" is too much like Kim from FF/KoF). Moves are executed more in the vein of Mortal Kombat and are relatively simple (no diagonals required, so attacks like down-back-down-attack is an example).

The game doesn't exactly have the greatest character balance, but characters have moves for most situations. The only real issue is some collision detection (as some attacks like certain grabs can be executed from too far away or moves can go through characters) and the voices when characters charge can be pretty annoying. Speaking of charging, characters can store super energy and heal by holding both light attack buttons or both fierce attack buttons. How much a character heals depends on their overall health and how long a fight takes place. When the special gauge is full, it starts decreasing automatically. When this happens, you have a very limited time to execute a super special attack.
