To move a Passenger you have to Spend a card with a Magnetic Strip (the ticket) on the lower right side and Spend one card with the type of Building you are moving the Passenger to.

You can play more than 3 rail tiles during your turn, the symbols on the player aid card were just a list of the possible symbols which exists in the game. You can play as many rail tiles as you want in a turn.
