Just like for the previous star, long jump to the pole from your starting position and continue on until you reach the spot with the Goomba and two different directions to go.
At this point continue on the path instead of jumping up the steps and you'll see a ! switch on the ground. Stepping on this will temporarily invert the triangles allowing you to jump on them so you can get the star.
