Often when strange things happen on a Computer (retro or modern!) then either the driver or Windows itself is to blame. Very rarely a real hardware failure is the cause. This Retro Pentium 4 with Windows XP has just been reactivated by me to play a retrogame and was not powered for years. Looks like it did not take that very well!
