We're continuing our series on how easy it is to form the Roman Empire in Paradox games. This time, we're tackling EU4—the first Paradox game I truly fell in love with. The requirements for the formation of the empire are a little more stringent than CK3. You'll need to control all the lands traditionally associated with Roman rule, totaling a massive 425 provinces. Since the primary requirements are owning the right territories and being either Christian or Pagan, we technically have a lot of options for who to play as.
