I've always found it silly that cars in RBR have their headlights on, yet it has no effect on your vision. You drive into a shaded area and there's no actual projected light.

So I've always wanted to turn them off but never sat down to figure out how until now. First, I looked online to see if anyone already had done it, but found only people asking the question of if it's possible and other people replying that it isn't.

Well, they lied. It is possible. Here, I show you how.

You need to edit the car_settings.ini and the car.ini files (where "car" is the name of the car in the car's folder).

For car_settings.ini, change the "Size" value of the "point_light_rf", "point_light_lf", "point_light_rb" and "point_light_lb" to "0.0". I also here change "Active" to "false" but I don't think that actually does anything.

For car.ini, find the [e_light_lb] and [e_light_lb_lit] and the other corners (i.e. rb, lf and rf -- not just lb). For the "lit" sections, change "Predicate" to "NotUsed". For the sections without "lit", change "Predicate" to "on". In all cases, "Switch" must be set "true" and should be by default but I think one or two cars has that messed up.

Be sure not to change the settings for "brake" and "reverse" lights. You still want those to work normally!

In order to save your changed files, you may need to uncheck the Read Only flag in the file properties.

That's all there is to it!

There is a down side, however, in that the physical light objects do not receive shadow. While that's what you want when a light is turned on, of course in an off state it should still get darker in shadow. I've been fiddling with the shader settings to see if I can rectify this but so far have had no luck.
