This problem plagued me for months!! All you need to do is add a .txt to the end of your .srt; you are changing the file type to a text document instead of a SubRip file, but for whatever reason this is the workaround that Twitter will read! I don't think this will work if you don't have file extensions set to display in your File Explorer. (As an aside, I highly recommend turning that on in general!)

Sadly, I have not yet figured out a way to get captions to upload correctly when using Tweet Deck.
