A small video on installing VDPAU and VAAPI drivers for smoother and more efficient video decoding.
This should help with high CPU usage, and spikes. Along with temperature.

[ sudo apt-get install mesa-vdpau-drivers vdpauinfo ] for VDPAU (typically AMD and NVIDIA)
[ sudo apt-get install mesa-va-drivers vainfo ] (AMD Radeon and Intel HD Graphics)

[ sudo apt-get install vlc ]
[ sudo apt-get install kodi ]

But if you want to use the built-in Ubuntu(GNOME) software Videos, installing gstreamer's vaapi plugin should do the trick.
[ sudo apt-get install gstreamer1.0-vaapi ]
