So after the original video, and getting inspired by stuff from "98DEMAKE", I went looking for further ways to try and develop my visuals further, I ended up doing a ton of research into what I was missing, so thanks to the following content creators and links to their videos here...

Displaced Gamers
Dithering on the Sony PlayStation : https://www.youtube.com/watch?v=3XDyQnY5GHI

Lactobacillusprime

After finding out keywords for what I was missing, namely "affine texture warping" and "Dithering", and then going through videos and finding out for myself what the effects of both did to the visuals on the original PlayStation console and its games, I then started to search those on Google and came across a few articles that related to other people trying to develop the same on UE4, as a result of those articles and also some open source work, mixed with my own efforts, I finally managed to combine all the pieces together in the new test room, giving me some really nice visuals which I can tweak if needed to get things looking a little more accurate.

Also thanks to all those who helped along the way with ideas for textures in Unreal Engine 4, as I started to set the textures to "unfiltered" now to get that classic pixelated blocky appearance.
