And I did.

You become Lv 12 by doing this:
In the ruins you only kill loox and you have to pick on them 3 times.
In Snowdin, the only mandatory random encounters are Snowdrake and Lesser Dog. Kill them both and then walk continuously in the mushroom cave until you killed two Glyde's and then kill only Gyftrot's in the Gyftrot Room.
And in the waterfalls you must only kill Aaron's and Woshua's.
