How to unlock world quests in BFA (battle for azeroth)

1. Get friendly with the 3 zone factions of your factions island
2. Complete the 3 zone war campaign, this is where you attack the opposing factions island, these unlock as you level, you could wait until you're 119 and then do all 3 one after another
3. Get to max (120) level, then go to the NPC that sends you on the war campaign missions, who will then offer the quest to get all of the above and unlock the world quests.
