There has been changes to the oldunreal.com website and the original links no longer work, however patches and textures are still available. Nevertheless, I'm gonna keep the old portion of the description at the bottom for nostalgia purposes. You will need to use WaybackMachine.
I'm also keeping the mirror as there's no reason to take it down, even though you can now download this texture mod as well as others on oldunreal.com.

How to install:
After installing a patch, in game go to Options⋗Advanced options.
Your game should switch into windowed mode and an "Advanced Options" window should appear.
In there navigate options in this order: Rendering⋗ Here you need to navigate to your current renderer's options, depending on which one you're using. If you wish to change the default renderer, you'll have to launch Unreal in safe mode. ⋗ Scroll down until you find "UseS3TC" and make sure it's set to "True".
After settings these options, go to your game's installation folder ⋗ Textures⋗ Extract your textures and overwrite all files.
**It is recommended to create a copy before overwriting the files**
