Transform your regular Meta account to a Developer at developer.oculus.com/sign-up/ then after you've transitioned, open Meta Horizon app on mobile. Make sure you're signed into the device owner account on the app. Click the 3 lines and go-to Devices and click on your quest headset. Go-to Headset Settings and click on Developer Mode. Enable.
