Veency is just a VNC server that runs on your iPhone or iPod Touch. You can connect to it over wifi or through USB (if you have either SSH through USB enabled or if you enable tethering on your iPhone).

Once Veency is installed in Cydia, just connect to your iPhone's IP address with a VNC client of your choice (on your computer), and you can then control your device.
