4Cities: Skylines is developed by Colossal Order (the people behind the Cities in Motion game series) and published by Paradox Interactive (who helped bring us such games as Magicka, Pillars of Eternity, and a bunch of grand strategy games and series such as Crusader Kings, Europa Universalis, and Stellaris)
Cities: Skylines tasks you with building up from nothing, starting with a single 2km x 2km square and a highway interchange exit, and leaving the development of the city up to you. The game unlocks new resources and requirements at standard population goals, requiring you to plan ahead and ensure adequate money and space to place down new infrastructure needs.
Cities: Skylines was released in 2015 and continued development with the release of nine major expansions: After Dark, Snowfall, Natural Disasters, Mass Transit, Green Cities, Parklife, Industries, Campus, and Sunset Harbor. In addition to this multiple new radio stations are available to purchase, as well as some curated content creator packs from the best creators in the community.
