We have traversed through Route 25 with a gauntlet of Trainers to meet Bill. After that, we headed over to Route 5 to catch 2 new Pokemon such as Mankey and Meowth. The latter of which isn't available in Red.
Here are the rules for this challenge.
1. Catch and evolve all the Pokemon that are available before you fight any gym leader. For instance: I have to evolve all my Pokemon that are available before I defeat Brock in order to register 21 Pokemon in the Pokedex Entry that are available in Red.
2. I cannot use another game such as Green, Blue, or Yellow to trade Pokemon that I can't get otherwise or aren't available in Red. Given that I'm playing a Romhack where you can catch all the Pokemon on the single cart, that makes this rule redundant, but my point still stands.
