The Eldar are trying to blow up Angel Forge in an attempt to destroy the whole planet, and of course, you don't want that. Idranel is back and she's the one leading the scheme. It's revealed later why the Eldar had schemed to destroy the recruiting worlds of the Blood Ravens.

Although Idranel is clearly not a vehicle I recommend you still equip Avitus with anti-armor since you'll bee seeing a handful of vehicles on the way, and when you encounter her. This fight is pretty easy due to the nearby outpost where you can get your units back if you lose them, so whenever things look dire you can simply move back and regenerate. When fighting Idranel make sure to move away from the blue circles on the ground, which is the place where she summons her storm. Capable of killing a whole squad, the storm can cause severe damage, so the first thing you'll want to do is get away from it ASAP. Also, at some point during the battle she will get reinforcements, the first wave should be no problem to deal with, and you'll want to concentrate fire on them as they die fast. On the other wave you'll find Wraithlords, those will be a problem and you'll want to move your units back, until you get a little surprise visit from Avitus with a new-found weapon, he'll be of great help to you, but like the others he can easily get killed by Idranel's storm. With Avitus' surprise visit, the wraithlords should be less of a problem. If you have Remote Detonation Packs, it would be a good idea to set them up for the wraithlords, as these will do great damage against them. You could also use the packs against Idranel, but don't expect her to run to them like I did, you have to set them up near the forge, near her position.

After being defeated, Idranel explains that the reason they were ready to destroy the recruiting worlds of the Blood Ravens was to put a halt to the Tyrannid advance. The Eldar, thinking the humans would be unable to stop the Tyrannids believed they had to take the situation to their own hands, and prevent the Tyrannids from advancing onto an Eldar Craftworld after destroying the human worlds.
