I was casually playing through the game when I got to this boss with three health left, which means anything could kill me, so I decided to try for a perfect fight instead of resetting and trying for more health. Turns out it was a good choice!

A bit of info on the strategy: Because of my low health caution is necessary when attacking him from the front, so I only go for one hit when I do. Attacking from behind, which requires you to be close enough to run under him as he teleports in, is the best way to deal a significant amount of damage, which makes RNG a key thing here, which I didn't get all that bad RNG
I use audio cues to tell when to jump over his second attack, and then timing for the second one of that same attack, if he fires it.
The reason most people would think this boss is hard is because of the low health from everything else, but he's actually not all that hard.
