Story Mode is where the original characters from the comic appear as your rivals in the story. Your mission in story mode is to race against these characters and defeat them. In addition, one of the features of this game is "Tuning (Step-Up)." Being able to tune your car (step-up) is a feature of Story Mode.
In Story Mode, you first choose your rival's level, then select an opponent out of the rivals that are of the selected level. You can freely change the levels and rivals within the time limit.
You win if you cross the finish line before your rivals (characters from the original comic book), and you lose if your rivals cross it before you.
The game ends if the remaining time reaches zero.
You have to race one-on-one or in a group of three or more depending on the story.
Acquire Tuning Points by winning against the original comic characters in the Story Mode. Perform Tuning when you've filled up your point bar.
Tuning can only done in story mode.
There are two types of tuning: 1: Power, which increases the car's maximum speed and its ability to accelerate.
2: Handling, which increases the car's ability to turn corners. You can create your own unique car with its unique performance style.

The Extreme VS for the local multiplayer for up four players is a new version of the classic VS mode. It provides more variety by reversing the start and goal points of the courses, making everything backwards. In addition all race information, remaining distance, curve warnings, the mini-map, rival distance, and all other race-aiding information is hidden, and the race distance changes every time. The existing VS mode is however still available and players vote which one they want to race. The VS mode is enhanced with a new grading system. Now four types of medals are rewarded ("VS Medal", "1 Car Outrun Medal", "2 Cars Outrun Medal", and "3 Cars Outrun Medal"). These medals increase the VS ranking to compare against other players and they also provide Auro Motifs with pictures that are added to the car profile. These Strength Auras can be turned off or swapped in the separate Wangan Terminal.

Entirely new courses for the series are the Ikebukuro Line/Yamate Tunnel, Shibuya/Shinjuku Line (Sub-center Area) and Mt Taikan. There are new cars as well as new manufacturers: Audi, BMW, Dodge and Mercedes Benz. 27 cars are entirely new for the series, but some are only available in specific regions (e.g. Asia / Japan / US) or added through later updates. The Maxi Coins introduced in the previous game were renewed as Ghost Victory Trophies and carried over. There are also new background music tracks.
