Watch Dogs: Legion is an upcoming action-adventure game, developed by Ubisoft Toronto and published by Ubisoft. It is the third instalment in the Watch Dogs series, and the sequel to Watch Dogs 2. The game is set within an open world, fictionalised representation of London, and will feature the ability to control multiple characters that can be recruited across the game's setting and who can be permanently lost during the course of a playthrough providing a more dynamic influence on the game's narrative. The game will also feature a cooperative multiplayer that will allow up to four players to work together. It is due to be released for Microsoft Windows, PlayStation 4, Xbox One, as well as Stadia on 29 October 2020, on the Xbox Series X/S as a launch title on 10 November 2020, and will become available for the next generation console PlayStation 5 after its launch date.

The game's story focuses on the London branch of hacker group DedSec, as they attempt to liberate the city from its dystopian surveillance state by recruiting allies from London's inhabitants. At the same time, the group focuses on investigating a string of terrorist attacks they were framed for, and who orchestrated them, discovering a deep conspiracy centered around the head of a private military company.

Watch Dogs: Legion is an action-adventure game played from a third-person perspective, and takes place within an open world, fictionalised representation of near future London;[2][3] the setting encompasses notable landmarks, boroughs, and cultural styles of the city, such as the political borough of Westminster. The player will have the ability to navigate the city either by foot (utilizing parkour moves), using a variety of different vehicles,[4] or fast-travelling via the city's Underground stations. Missions can be freely undertaken at any time, allowing players to partake in any side-activities they wish to perform, or search the city for any hidden secrets. Every mission in the game can be approached by completing objectives using either an open-combat approach, stealth to avoid enemies, or hacking to create traps, distractions, or to locate the objective via cameras. Combat focuses on a mixture of hand-to-hand and the use of lethal and non-lethal firearms, with the ability to escape enemies and using hack-able environments, drones, and vehicles to lose pursuers.

Unlike previous games in the series, Legion features the ability to recruit characters from around the city for the hacker group DedSec.[2][3] Such characters form a roster that the player can make use of in the game, with the ability to chose a character they require or like to use for missions and exploring the city, and to switch to another at any time; characters in the roster that are not in use maintain a routine in their life per their background and lifestyle, until made the active character (i.e. spending time drinking at a pub, until contacted by DedSec for help). Each character that can be recruited is assigned to one of three classes, each of which has a unique set of skills and tools - enforcer, infiltrator, and hacker - along with unique background and skills that impact gameplay when controlling them. Examples include a spy that is proficient in lethal combat and infiltration, a builder who makes use of a wrench and a nail gun as weapons, a drone expert that can do more damage with drone weapons, and an "adrenaline junkie" who deals more damage but at the possible risk of dying at any random moment.[5] Each character can be customised with different clothing options, including a mask used when infiltrating restricted areas, and wield a variety of different weapons purchased or taken from enemies.[5]

Before such characters will join DedSec, players must first complete a mission for them pertaining to a situation they are caught up in and need resolving.[5][6] An example of such a mission would be helping someone working as a vigilante in shutting down a criminal operation they seek to disrupt. Along with completing a mission, the character's standing with DedSec also affects whether they ally themselves to the group, or refuse to help even if their recruitment mission is completed.[5]
