Trading in alien technology is, in the eyes of the Imperial Law, very bad and very illegal. Those who trade in those goods are "Cold Traders" and should expect judgment to come from Imperial authorities if they're ever caught.

Have a sufficiently old and wide ranging warrant of trade however, and suddenly the illegal becomes....part of the job. Some Rogue traders can engage in diplomacy and trade with aliens and alien civilisations with a flexibility that reflects their intended role as pushing forward human civilisation on the fringes, beyond the reach of the Imperial Navy and Government.

So when we meet a Cold Trader, we have a few options. We stop their crimes (by airlocking them) or stop their crimes (by hiring them to just do them for us instead).
