The group was founded by Bradley Chance Cadenhead, a teenager from Stephenville, Texas. The name "764" derives from the town's ZIP code. Cadenhead created a Discord server that became a hub for distributing child sexual abuse material and manipulating victims. He was sentenced to 80 years in prison in 2023. Despite his incarceration, the network splintered and continued its activities globally. The group espouses extremist ideologies, including neo-Nazism and Satanism, and has ties to the Order of Nine Angles, a far-right Satanic terrorist network

The FBI has identified 764 as a significant threat, with over 250 active investigations across the United States. The network's decentralized nature and use of encrypted communication make it challenging to dismantle. In April 2025, U.S. authorities arrested and charged Leonidas Varagiannis and Prasan Nepal, alleged leaders of a subgroup called "764 Inferno," with operating a global child exploitation enterprise.
