Along with explaining it here, there is a video also.
Rebuilding collisions is in the World Editor edit menu at the top left. You also can simply hit CNTL - F7 or save the level and reload it and the collisions will be rebuilt then. If you are testing a track and moving a mesh road, or placing new track objects that have collisions enabled, you have to rebuild the collisions for the level to update the new changes. Remember every object has an invisible object also. While the visible object can be seen moving around if moved, the transparent collision part of it will not. It would be a nice thing if it updated dynamically.
