Left over voltage, or residual voltage keeps standard LED bulbs on faintly in some games. From what I've heard, it's more common with newer DMD (Dot Matrix Display) games. This video shows an example of what you might see. I didn't show it, but if you have a dark game room, the inserts will show up as faintly lit.
