To find the Mine Detector in Metal Gear Solid, head to the Tank Hangar, and go to the upper level. With the level 2 keycard, you can open the north-east room, where the Mine Detector is located.

The Mine Detector is used to show the orientation of claymore mines on your radar, allowing you to avoid them entirely.

Or, better still, it's possible to pick up mines by going prone (crouch then move in a direction) and crawling over them - avoiding injury and adding claymores to your inventory.
