On the surface the Agents of Sabotage DLC doesn't seem that groundbreaking, but it does contain some major quality of life upgrades that the game has been missing for years. So why leave it so late? Surely, it's to test these new features for GTA 6 and whatever shape GTA 6 Online will take.
