Pokemon Scarlet and Violet introduced the Ruination Quartet, a group of 4 legendary Pokemon. These Pokemon work similarly to the Tapu legendary group where they all have a primary typing they share of Dark. Similarly to the group as well, it turns out the Grass one is the worst of the bunch and Gamefreak seems like didn't learn from the last time they made a slow grass type. Wo-Chien is probably the most underwhelming and disappointing legendary Pokemon introduced in Gen 9 competitive because of that reason.
