I recently had to restart my character on Enhanced and it took me a while to figure out why I didn't have the Cutting Torch available as before, so I hope this will help some of you as well.

If you don't yet have the Cutting Torch option to open the Vault and Secondary Loot areas silently without alerting the guards, then this quick video will explain why and what you need to do.
