Boss not immune to damage reflect and some of his attacks based on target health. Dealing big damage to party and to himself.
This is my first few element damage reflect soul break use because I think it is weak compared to the non elemental damage reflect power. But I just figured that it's actually great help increasing wind chain count to buff party element attack.
Also the first few run with Ultimecia on high difficulty boss fight. I trade materials to get Fujin Storm soul break. The five to ten follow up attack useful to further increase wind chain power which I able to achieved over x200%.
Garuda fast attack speed instantly kill your low HP party members so you need rush for protective buff like last stand or damage reduction shield. He also has Sap that counter last stand buff that's why I choose my main healer Larsa to protect and cure the status ailment.
