So I kind of like to think that the ending is more complex than it probably actually is. I mean, I think all you have to do is choose the right option for the Varo Brothers, but it would be awesome if all the conflict, potential murdering, and failing to trick people could have resulted in more deaths and animosity between the two groups making the city fall into chaos even if you did convince the brothers... Also killing two high ranking legion leaders would make for some major political issues with Cyrodiil...
( I double checked and it looks like it does check if you killed Fracus, Glavin, Brend, and/or Stilus) The script check to be Count is called something like: “NQDWindfalldeath”, so maybe killing the “traitor”, or the hostile guards might also factor in.

Even if none of the earlier stuff matters, it does make for good roleplay. And don't worry, I didn't forget the gold, and all that other stuff
